　　According to "Ministry of Commerce on Strengthening the management of foreign aid personnel to implement the project sets the work of registration notice" (business assistance [2007] No. 201) with the relevant provisions, the Department launched a complete project management of foreign aid to implement sub-post registration and uniform training.
　　As the foreign aid project requires time to complete, heavy task, the current certificate of trained experts to obtain a limited number of positions, complete foreign aid projects to ensure the needs of bidding, approval, decided to complete the project specialist jobs foreign aid certificate to enable delayed to 2008 January 1, the complete project management of foreign aid before the date of dispatch of experts based upon the existing regulations.
